In England: Cornwall, Dorset, East Sussex, Norfolk, Suffolk, Rutland and Lincolnshire.

I can't speak for the other parts of the UK.

In England :

Cornwall, Lincolnshire, Norfolk and Suffolk are the only proper counties without motorways.

In Wales and Scotland very few have motorways and Northern Ireland has none (I think) unless the belfast-Dublin road now has motorway status.

All the counties in north wales dont. the only motorway in wales is in the south between cardiff and swansea

North Wales, mid wales. Scotland beyond Glasgow and North of Dundee.

Scottish Highlands, Islands, and anything that doesn't connect Edinburgh to Glasgow or Edinburgh to Aberdeen.
