In England :
Cornwall, Lincolnshire, Norfolk and Suffolk are the only proper counties without motorways.
In Wales and Scotland very few have motorways and Northern Ireland has none (I think) unless the belfast-Dublin road now has motorway status.

All the counties in north wales dont. the only motorway in wales is in the south between cardiff and swansea
