Hash is that stuff you smoke in the Netherlands, Browns is the football team in Cleveland so I presume that Hash Browns is the Cleveland Football Players after they have smoked their Hash??
Or it could be those grated potatoe things that are fried in grease or butter and then served for breakfast.

Thinly sliced or grated potato's that are fried usually eaten with breakfast but we like to have them with dinner and melt cheese on them..But they are usually fried in oil and seasoned with salt and pepper while warm
