You mean on the last verse? When he speaks of linus sending greetings with the letter? Actually it could be, since linus was already alive when St peter and St Paul both died as martyrs in Rome, and is known that St. Linus was already involved with the church in Rome. This is written within his lifetime so, it definitelly could be.
Tradition at least signals that it is St linus and that Claudia is St Claudia his mother who later died a martyr death in the persecutions.

I am not a Catholic now, but was one so I think I qualify to answer. I assume you are speaking of the first 5 verses. That applies to all believers, not just the bishop of Rome.

I don't know that verse by heart and don't have a bible handy, but what would be the point in starting the Church to only have it die with Peter????
