The normal and proper age is 12 or 13. As long as they've taken CPR and some baby-sitting classes through the YMCA or elsewhere

In California you must be at least 12 to babysit in the hours before 8pm and 13 for the hours after 8pm.
there are "safe sitter" courses usually availiable through local hospitals, adult achools, community centers and the like.. try searching locally online to learn more. My daughters all took them and were able to get more $$ and clients because of them.

depends on the state here in Texas its 13....you should be able to google it to get a for sure answer
