Actually the problem is instigated by constant wiping, causing an entry point to form in the epidermis. This will cause the fingers and paper to infect the area with bacterium. I pray this will help you my friend.

Because when you blow your nose, you're rubbing at it, and you're slowly scratching away the skin. First it's just the dead skin, but as you go on, you're rubbing at alive skin, and that's sensitive. It's a kind of chafing. If you have moisturizer, use it. If you don't, a tiny bit of lotion or chapstick might help, but that's not good for your skin, you might break out. Try not to rub when you do blow your nose, just dab at it.

It can happen if my nose is very runny. If I don't plan to go anywhere or just before bed, I will put desitin on it. It helps a lot.

The constant rubbing makes it chapped and raw. Hydrocortisone cream is very helpful, and diaper rash ointment is great at bedtime. Sounds crazy, but it works!

Because you have to wipe it so much and all that going on drys out your skin and it doesn't help that there's cold wind blowing on it either. It's almost like when your lips get chapped.
