Yes. The motor vehicle agency is trying to crack down on illegals getting driver's licenses. Also, because of the threat of terrorism, many states are now requiring photo licenses and several forms of proof of legal residency before they will issue a license.

Not in all states, but hopefully that will change. IF you were getting your paperwork done, then you'd know that one can apply for a temporary ID at both the ICE and various state agencies. A better question would be how did you enter the country, have you overstayed your Visa, and why attempt to drive now, when you saw no use of it in your homeland? Alas, you'll probably be able to get your license, skip through citizenship tests, as I am sure they're given in German, Korean, Spanish, and a multitude of foreign languages. The idea of a national language is not racist. If you people care to look it up, our Founders pontificated making the official language Spanish, as a DIG at the English. We should make English our National Language and encourage conformity and unity by requiring all citizens and wannabes to learn it. In other words, switch back to those common sense times of yesteryear.

A social security number is not to be used for identification purposes as per the law. Though they might ask ,they do not have the right to refuse you if you do not have or give them one.
Look up the Social Security Act and you will see that. You can print that and show it to them and they will not be able to refuse you on the SSI card issue. It won't help you if you are illegal or don't pass the test.

yes, i am 99% certain that you need a Social security number in order to get a driver licence, so they can determine that you are here in the country legally. Without the Social Security number, they will not give you a licence.

It depends on what state you live in. A friend moved to IN and had to have all kinds of ID to get his license. He had to have a letter from Social Security verifying his number and his birth certificate. He also had to have bills from his utilities company with his new homes address on it..Strange I thought.,but it does depend on the state you are in.

When you applied for your Social Security Card, they should have given you a piece of paper stating that you have applied for one. You will either need that piece of paper or the actual card before you can get a license.

It depends on which state you are residing. You would have to look up requirements for that specific state. If someone says otherwise they do not have a clue what they are talking about. If you hired an attorney he or she would tell you what needs to be done.
