If you are looking for the strongest steel then carbon steel would definitely be the one.

Steel is a metal.

And strongest in what way? Tensile strength? Hardness? Impact resistance? Resisting corrosion? Different metals have different qualities, and they can all vary enormously depending on the alloy. Even temperature can make a big difference - some get very brittle when they're cold, for instance.
