My sister found a beautiful wedding gown at a second hand store for $50 and paid $50 to have it cleaned.
Also Davids bridal has a $99 gown sale throughout the year...usually once you get to the store they only have 1 or 2, but its a start. Also DB has gowns for $200...

For me, decent means that the construction is perfect and the style fits me. It also means that the dress doesn't look poorly made or cookie cutter.
For me, cheap means reasonably priced for the quality of the goods. It ranges between $700 and $1300.
My best advice for someone looking is to research on the internet FIRST. Look at gowns and designers so you can find out what style you like. Look at David's Bridal if your budget is really tight and you need the dress ASAP. Also look at Moonlight Couture and Maggie Sottero to get style ideas.

You don't say where you're from,but if you're anywhere near Los Angeles, the fashion district downtown has many shops that are direct from the manufacturer shops. You should be able to find something there. Also the Fashion Institute of Design Merchandising (FIDM) has a store where some of the students sell their work. I've seen dresses in there pretty cheap.

Go to a garage sale or a resale shop. For girls like me, I sold my dress cause I would never wear it again. I've seen many dresses at garage sales that are usually in pretty good shape. Resale shops have the same sort of thing...just a little more expensive than a garage sale.
