She look smostly shepard to me. And the black markings on a tongue do not for sure mean she has chow, there are labs and other that have too kinda like birth marks you can see the article below. She does not have the face are head shape of a chow or the ears. She looks super sweet and too cute!

We adopted a Shepherd mix (even though I thought there was no way she was, but her sibling looked more like your dog, mine was the only one in the litter that was brindle with a square head so we guessed boxer/lab mix with her) I don't have any pictures of her siblings though just her, and she looks nothing like your puppy, your looks way more shepherd.

Other then the black nose your puppy looks just like my Maverick when he was a pup.
The ears, the coloring on the back, the shape of the body (what could see). Maverick was Chow and we think Border Collie. The chow we were positive of and the Border Collie was a "best guess" between myself, family, friends, my vet, and groomers...
I would definately say Chow!
EDIT: Maverick did NOT have any dark markings on his tongue. There is no doubt in anyone's mind though that he definately had chow in him. His coat didn't fill out until he was older. maybe 3 or 4 was when it got real thick.

Without a picture, petty hard to tell. You will probably will have to wait until the dog is full grown and then you could check with the Animal Control people. They see a lot of mixed breed dogs and could probably give you a very close answer. However, more important than breed is behavior. If your dog displays any kind of nasty behavior such as biting hands or other dogs, you need to put a stop to that immediately. If your dog has any kind of pit bull blood, adding a nasty personality to the mix can only cause you problems down the road.

Looks shepherd but can't tell what else, perhaps lab. If it is chow it will have a dark purple or black tongue, or at least portions of it. He is a cutie for sure.

Looks like shepherd and chow to me..Does she have any black pigment on her tongue? She will if she's part chow. Also her hair looks fuzzy, like that breed. She sure is cute!

shepard/lab is most likely--it's the most common mix. Definitely not chow--doesn't have chow hair or face (unless she has a black tongue...).
Remember that most mixed breed dogs don't usually come from 2 purebred parents, so the combinations could be endless.
She is totally adorable, whatever she is!!!

Omg...what a cutie!
Hard to say, has that lab look about him...
Maybe some Rhodesian Rdgeback in him.
Will be easier to tell when he's bigger and his body shape is more developed.
