Depending on the state, and "if" you happen to have a friend in the Used Car business you can get them to verify the tag as they normally have a number at the motor vehicle office that they use to verify car tags on trade ins. Every month they fill out a sheet with such info and turn into motor vehicles so that the state knows what cars sold and to who so they can go after folks that don't pay their taxes and registration like they should. We had this in Louisiana and only took a minute or so as give them the tag number and they give you the name and address and can verify the vin number as well. Trick to this though is that it is not supposed to be used for this purpose. Therefore you need a "very good" friend in the business. A lot of the "private detective" folks that get info like this use just such a technique and slip their "connection" a few bucks for the trouble. How they used to track folks through the phone company before the internet as well. :-)

Go to this page (http://www.dmv.org/license-plates.php) click on your state (or the state where the plate is from) and if that state allows the services to do business, you will see two companies listed at the top of the center column that will get you that information for $30.

That depends on what you want it for. If the owner committed a crime or is guilty of property damage aganst you, report it to the police, but don't expect them to inform you of who it is until if and when they make an arrest or file charges. If it's to harrass someone or to hook up with a cutie, you are the one who will get into trouble.

Contact the Police, unless you stole it and want to make a fake ID... Then, you'd have to know someone in the department, I guess. Bad girl, bad.
