A friend of mine wants to buy a car in Houston, Texas, but she doesn't have a U.S. driver's license? Can she buy a car? She has an international driver's license.

Can a person take the behind the wheel driver's test in Texas using a rental car?

Does anyone out there know? Thanks!

As long as she has insurance there should be no problem. A driver's license is not required, only proof of insurance.

Yes on the license. In Oklahoma, you can't take a test in a rental car or fleet car. I'm not sure about Texas. Yes on buying the car. I taught school in OK and my international students were allowed to drive using the international license, but the insurance was astronomical. My students sometimes got an OK license so they wouldn't have to take the test at home. They just changed the paperwork from OK license to one for their country. In some countries it costs $5000 to get your license the first time.

You have a grace period from when you buy the car until you have to get it registered. If you're paranoid or don't trust this guy, check his ID and make sure it matches the information on the title. Otherwise, wait until he can go with you to exchange the title.
