The answer to your question is where do you put your tongue when you talk normally?
Your tongue goes to certain positions when you pronounce and articulate each word as you are talking. The same goes for singing. But obviously you'll need to open your mouth a little so you're not mumbling.
No ones really going to look at your tongue when you sing anyways. They'd have to be pretty close if they want to examine that closely and risk being spat on.

Depending on what word(s) you are singing...it could be different, but in the simplistic, common, answer...keep it down, so not to block the air flow. You get a clearer tone when your tongue is kept down.

Out of the way! Keep it down and relaxed.
Boo. Don't put it where you would when talking. Most people's tongue placement is not condusive to enunciation when speaking.
