A good eye for composition, lighting, and patients.
After that it depends on what type photographer their are. Portrait photographer needs to know how to pose people and deal with them, quickly, after all who wants to sit for hours while the photographer gets everything just right.
An still life photographer might have to set up time and time again to get the shot just right, and outdoor photographer might have to wait days for the sun, clouds, etc. to be just right.
Also knowledge of their equipment, developing, cropping, adjusting the lighting, special effects, ETC.
In my opinion a great photographer knows what will good on film, before they ever shoot one picture. They can "see" it in their head, but almost every photographer I know takes a LOT of pictures, looking for the perfect one.

I think also a good camera. I don t care how creative you are, if the camera lacks capacity to get clear shots, the pictures won t be good.
