If you had an open wound on your hand and if the person had some infection, then you MIGHT be at risk. Normal urine is sterile until it is passed from the body. If the person passing it is dirty or doesn't observe reasonable hygiene after using the toilet, then you might have cause to worry. (Personally, if I even THOUGHT I'd gotten urine on my bare hands, I'd be washing them ASAP!)

Unless you have a cut on your hands then I would think that there is only a VERY small chance that you will catch anything. Urine is sterile and I honestly am not sure that it is a carrier anyway.

Urine is sterile when it comes straight out of the body. It is not likely that you will catch anything from getting it on your hands.

Just wash your hands and keep them out of urine.
Wear protective gloves if you work around urine (nursing home, ect.)
Urine has bacteria of different kinds. Best to protect yourself.

If you have any break of skin that the urine comes in contact with, you could be exposed to HIV, hepatitis and any pathogen present in the urine.

Our skin is a very good barrier so at first there shouldn't be any problem.Of course it depends on if there are wounds on one's hand. Then of course you should ask the person whose urine you touched if he/she is ill because otherwise there's no problem at all.
