im looking for a puppy that is gonna stay small and wont grow much... the catch is..... we need an outdoor dog...

You might have difficulty with this. Most small breed dogs aren't really equipped to be outside if you live in an area that has a colder climate.

If you live where it is colder you should look into dogs with longer hair such as Shelties, Miniature Australian Sheperds.

If it is warm where you live I would go with a medium size dog, not too small that is a hardy dog. Maybe a Beagle or something of that nature.

As has already been stated most small dogs are not suited to be outdoors. Even if they have heavier coats, their small body size means that they lose heat very quickly and will easily freeze to death.

Also, many small dogs, especially puppies, are not suited for children (you didn't say how old your daughter is) because their petite bone structure is quite fragile. They are easily damaged. Plus, some are not suited to children due to temperament.

So, I suggest you do some real research (not just on Answers) as to what having a small breed dog would entail and then consider your options from there. Please keep the dog's best interest in mind as well.

A little dog is little to be a indoor, companion pet.
A dog takes care and attention. They are pack animals. Putting a pack animal outside with a couple bowls and someone looking out the window at it once in a while (till they forget about the dog all together) might not be the best pet for your child.
Why not wait until everyone has time and space for a pooch like what you want.....think of the critter.
It is good you are asking questions instead of running out getting a dog such as a chiwawa and leaving it outside to freeze...

Please do not get a dog if you are not going to welcome it into your home. Think about what that teaches your daugther. Dogs require a great deal of love and attention to be happy. Most breeds not just small ones do not do well outdoors 24/7. Maybe volunteering at a local shelter or fostering pups would be a good way to get experience with dogs without a long term commitment.

I'm not sure that a dog is the right pet for you. Little dogs are not meant to be outside dogs. I don't know where you live, but if you live somewhere cooler, a small dog can not live outside. Have you considered guinea pigs? They stay small and can be kept in a cage. You can pet and play with them as well. Granted they are not as "fun" as dogs, but they need loving homes too.

Little dogs arnt really outdoor types. I mean if you want to get a Jack Russle or something then I guess but you need a hardy dog like a hound... Beagle ect... little poodles and yorkies wont cut the outside life lol.

Why do you need an outdoor dog? Sounds like you'd be better off getting her a stuffed toy.

LOOK ON PETFINDER.COM. They should have a list of animals that may fit your description and then you can see a list of local shelters and call them to find the best breed for you.
