how ling can my 3 y.o. shitzu hold it to go wee wee?

Depends on him personally but he should be able to hold it all night - about 8 hours - as there is no movement or excitement. In the day he'll need to go for a wee every 4-5 hours at least.

Your puppy at that age shouldn't have to hold it for more than 5 or 6 hours at a time. After a while she will be able to hold it longer. Her bladder is very small.
