The first thing that you should do is go to your local US postal office to get an application. Next go to a professional photographer - or at least someone who has adjustable flash to take passport pictures. Places like Kinko's or CVS have camera's that are set to flash with the subject about 3 feet away - this makes the child's head too small for a passable passport photo, if they get any closer then the child's face is washed out and this is also not a passable passport photo. Wolf Camera here in Atlanta does a good job with those sort of passport photos.
Fill out the form and submit it with the two photos.

You don't make a passport. You have to fill out an application and pay for it at the passport center.

get your child original birth certificate ,,both parents birth certificates ,both parents must be present ........unless you are in single parent ....
need two photos ,alot of places make them in order to be in standard for the new passport , get your passport application at the post-office , call ahead , not all post-office carry them ,
do not sign your child's passport until you are back at the post-office and witnessed by the clerk ,
the fee for passport is less for children ,
your child does need a passport to travel now ,# new law #.and both parent need to be present when you return to the post-office ........))

You need to get them a social security number and then go to your local town hall with that, birth certificate, 2 proper photos (most photography store will make them for you), and proof of residence.
