I think I would opt for the surgery. Burking is always annoying. I think there must be some object stuck in his throat. You would probably be happier if he BARKED and you might find one of your lost marbles. That is unless you lost your marbles before you had the dog. In that case it is probably a birth defect form his mother eating a hit of acid that you left on the coffee table, next to your surgical tools. Another possibility is that he ate the diafragm? That would make a bark sound like a burk, however it may have an addition viberating sound.

It depends on why he is barking at you...for attention, because he's bored, aggressively, to alert you to something outside.
If he's bored, give him something to do - teach him to do a trick or give him a Kong toy with peanut butter in it.
If it's for attention, ignore him. Only pay attention to him when he is quiet. Teach him to sit for attention instead of barking.
If he is alerting you to something, you have to decide if you want him to do that. If so, allow him to bark three or four times, then tell him firmly (but not yelling) "enough." Have him lie down away from the window or door where he thinks something is going on. For some dogs, that won't be enough, though. You will need to then go to the door/window, open it and look outside (be exaggerated), and then tell him that everything is fine.
If he is barking aggressively, you need the assistance of a private trainer.

My dogs are always barking at me and my family and that is because they have something to say. They can't talk like us but they want to be heard. Talk back to your dog and they will stop barking. Don't yell this will only make the behavior worse. Baby talk works for my dogs. Make your pet truely feel like a part of the family. Plus is your family wanted something quiet they should have fish they are about the only quiet pet.

Look up dog training programs like Bark Busters. They claim that they can train almost any dog to not bark all the time.

Please don't go to the extreme of operating. Try finding a trainer to help you teach the dog a better way of getting your attention. It will cost you less and make you and your dog alot happier.

You need to get some obedience training lined up! There are ways to get him to stop. If you don't want to take him to training, there are books that can help.

Hmmmm, I would probably give him a rawhide bone to chew on and keep him busy.
