always expect people to be what they've been in the past...that way the don't surprise or disappoint you

It's easier to expect the expected but it leaves no room for change or growth on their part.
Expect great things from others, perhaps you will be disappointed, but......perhaps you'll be pleasantly surprised. Expect great things and it'll help build a platform of success under them. Then you'll be one of those who, in the future, will be remembered and spoken of as the one "who believed in me".
What do you want believed of you? ;)

Wow, I have to say no. Would we want others to think that we are just like we were in the past, that the dumb things we've said or done we would just do over and over again even now. I wouldn't so I have to say no. That's why I forgive everyone. A person should always be given the chance to change.

Although many people would want to believe it, you should not. People do change, sometimes others take more time. Those people obviously won't be the same as in the past because they have changed. I would just expect the unexpected.

Always expect people to have changed - then if they're still their old selves it's a nice surprise. Also, always expect people to have forgotten you, then if they haven't it's another nice surprise!
