I have two 1-year-old male dogs, both were nuetered at 6 months of age. My question is - is it normal for them to still try to, ehem, assume a mating position?

Because of this my husband thinks they weren't nuetered properly. I think it's a normal instinct in their brain, not their genitals.

It is completely normal. Mounting is not just about sex; it can also be about control or heirarchy. They will continue to do this until they figure out their relationship.

If your husband won't let the idea drop that they weren't neutered correctly, you can have bloodwork done to check their testosterone levels.

I guarantee the dogs were neutered properly! This behaviour can be found in all dogs, intact or not. It is a dominance thing, not a sexual thing. As the dogs get older, they will probably fight to see who will be the pack leader. Don't worry, they'll work it out on their own.

What you are seeing is not mating behavior it is however dominance behavior and it is normal.
They are not trying to breed one or the other they are showing the bottom dog that the other is the alpha dog or the pack leader and that is how they show dominance.
It is not considered a sexual behavior.

Its probably a dominance thing. Most dogs, male and female do this to show who is the alpha dog out of the bunch, so yes it is normal!

Dogs hump each other in a display of dominance. Your dogs aren't getting amorous with each other, they're merely trying to establish rank within the pack.

It's a verry normal thing.Every creature be it the size of a cell or the size of a blue wale have their instincts.Even humans have instincts

It has nothing to do with the neuter. They are trying to show dominance.
To discourage the behavior just give them a loud "NO" or make some kind of noise to startle them.
