The BF doesn't like you because you are competing for your mom's time and attention; if you were out of the way, they could have sex in the kitchen and in front of the fireplace; also they would have more time for it.
You are stuck, kid. No, it isn't fair, but there is nothing you can do about it.
To be fair to your mother, 99% of all kids who promise they will take care of the dog, cat, hamster, goldfish . . . lose interest after a month, day or week and the mom has to feed, water and clean up the poop. 100% of all kids say they will do all the work when they are asking for the pet. Your mom is playing the percentages. It may be she knows these figures and doesn't want to take care of the dog after you lose interest, not that the BF doesn't like you.
If he was a real man, he'd offer to marry your mother and try as best he could to be a father to you; assistant father, co-father or real father, depending on where your biological dad is. He'd help you with your homework and teach you to ride a two-wheeler; all the stuff normal dads do.
Will they let you do something else? Join the Scouts, or a softball team or soccer? That might get you out of the house. You'd be with people who liked you, they could have sex in the living room; sounds like a win-win situation to me.

Your mom should consider the time she is spending with you. I don't think she should get you a pet, she should start spending more time with you instead. I know you want a pet and the other people are right when they say it is her house. But your mom is not right for putting her new man ahead of you and you need to express that to her. Calmly talk to her about it or tell one of your mom's friends that you are close to and maybe they can open her eyes. Your mom is going through a new relationship and in the puppy love stages, but it is still no excuse for neglecting your needs. Maybe after your relationship is repaired with your mom then she will not let her boyfriend dictate the decisions for her child and you and your mom can make the decision about a pet together.

dear sis, plz take note, maybe yr mom do understand u, but u dnt understand yr mom, does she have to take care of yr pet?, do u know how to take care of yr pet?
maybe she scared that everything she have to do it herself, thats why she wont allowed. Please ask her in a nice tone of voice, as her to give u a reason why u cant keep a pet, if u ask her nicely sure she will tell u why.

Unfortunately it doesn't matter if it's fair. They own the house and pay the bills so they make the rules. You can look forward to owning a pet when you live on your own!

No it isn't. If you're left on your own all the time it would be nice for you, and if they are in their room all the time what difference will it make to them? They won't see your pet. I hope you get one.
