Dad should check things out and make sure everything is on the up and up as far as contracts, etc. He should not interfere with his daughters dreams but help her and guide her in achieving them. He needs to find out more about the fashion industry it sounds like he is ignorant to the facts and should become more informed. His daughter is no longer a child but a young woman and dad will have a nmuch better relationship with his daughter supporting her in her goals etc.

As a father, it is our responsibility to provide the best future that we can for our children. This means making decisions for them that they are not equipped to make on their own.
A family is NOT democratic. Someone has to be in charge, 5 people can't drive one car at the same time. Input should always be accepted, but ultimately the buck stops at the Person-in-Charge, usually the father or mother.
Models do not usually start out on the "high end" of the walk-way.
It can be pretty hazardous. Even if they do sooner rather than later, their youth and beauty leave and they had better have something to rely on, such as an education or usable skill.

No at 16 she is NOT old enough ...for anything. 18 is the legal age and her father's decision stands. She would NEVER get a contract with a legitimate teen magazine "secretly or illegally".
Tanya doesn't sound very bright and sounds as though she'd believe a fairytale...good thing her father is looking out for her.

He needs to go with her and ask all the important questions. It can work if he works with her to protect her form the things she cannot see. Tanya should ask dad to help her with it. Make him an active part of the process. If he does not agree tanya should be responsible and get another trusted adult to help her out and maybe her father will see that she is taking it seriously and maybe he will support her if she shows that she will not get into all the things he is afraid of. Be proactive tanya and prove that you are beyond your 16 years. Sneaking behind his back sounds reallty immature and that's what he's afraid of anyway. Get another adult that you trust to go with you and then let him know thats what you did so he will see you are all about business.

You Fathers responsibilities of a child never stop. Not even if his daughter is 16.
Try talking to him about the modelling, maybe make a deal with him. Like you will get good grades and that. You will pay for some if not all of the expenses that you need.
