Yardwork for the neighbors (pulling weeds, pruning bushes)
Walking dogs
Light housecleaning
Selling candy or baked goods at school, if allowed
My personal favorite: making arts and crafts (jewelry, flower arrangements, crochet work, etc.) and selling them.

Does she have any special talents? You can capitalize on that. For example, if she's good with hair, she can set up a little "beauty salon" for her classmates and charge them a buck or two to do their hair. If she's a good singer or dancer, enter her in a talent competition. If she writes well, submit an essay or poem to a newspaper that offers cash. Can she draw or paint? Again, enter her in a contest... or maybe you can just frame her artwork and sell it. So on and so forth.

In the fifth grade I had a big collection of storybooks that I'd keep in a cubby at school, and I would rent them out to the other kids for 25 cents apiece. That was a good enterprise, though unlikely to make me $150.

Wait if she has to raise money and doesnt have an income because she is just a child how is she going to take care of them? Has it been set up with your parents for food money, toys, VET visits (emergencies and yearly check ups), Litter, Spay if not done with fee, and every other cost that comes with cat ownership. IT gets EXPENSIVE, so if her and your family are not prepared for the financial aspect then maybe she should hold off. Also, what will happen in later years when your sister may go off to college. Are your parents willing to take care of the cats until she is done and settles in to her own place years later? There are alot of things to consider above the original question here, this is why it's not wise usually to let a young child "buy" pets.

I didn't get allowance when I was little either, and until I was old enough to work I had to ask my mom for what I wanted and she would give me what I needed. I hate to sound cold, but if there's not a way to convince your parents to pitch the money then there's little chance she can earn that kind of money. She's too little to babysit and it seems unlikely to me that neighbors will pay her much to do chores. Perhaps this is a good opportunity for your sister to learn the virtue of patience.

Try by making little cat toys and selling them to other cat owners. There simple to make . You can use catnip and put it in cloth at the end of string. They also love bells and feathers. Pet stores are always so over priced. To make sales better, advertise the fact that she's trying to raise money for her special cats.

With all due respect, why does a 10-year old need a purebred cat? Check with the humane society for a free kitten. Your sister would find it just as cute and the kitten would likely have a better temperament. You'd also be saving a kitten's life.

Recycle cans and bottles (if you live in a state that gives money back), sell some of her old toys & books on Ebay (with the help of an adult), Maybe you can develop an incentive program with her, if she does well in school or cleans her room she can get money towards the cats

She could ask to baby sit the neighbors kids for a couple of hours. Pull weeds for an elderly neighbor. Call her Grandparents/Aunt or Uncle and ask for an early Christmas/Birthday money.

She might desire to in line with threat be in charge of taking off/last the curtains, assisting out with dinner, putting the dinner table, assisting you with the backyard? think of of a few small issues and then while she gets a pony she will waiting for the duty :-)
