Turtles aren't really like those cartoon one's. They can't really go inside their shells and watch TV, they don't have a living room inside their shells like cartoon's try and make you believe!
Since turtles don't really "live" inside their shells, I'd say that a turtle without a shell is naked and like other people said, probably dead too.
