You can ask even:
1. why did he create Lucifer
2. why did he create us
3. why did he create the tree of good and evil
etc. etc. etc.....
The point is that God is a creative God, that is what he does, He creates and loves His creation. However, his intelligent created beings are designed with the ability of choice. God knew sooner or later sin would arise but not withstanding that he still created beings with the ability to choose. By not snuffing out Lucifer as he sinned - Read Isaiah 14:12, He in His infinite wisdom allowed Lucifer to live despite the many pleas with Him. If he had snuff out Lucifer had he oppose Him (God) then all his intelligent created beings would worship Him in fear and not love.

All humanity is now involved in a great controversy between Christ and Satan regarding the character of God, His law, and His sovereignty over the universe. This conflict originated in heaven when a created being, endowed with freedom of choice, in self-exaltation became Satan, God's adversary, and led into rebellion a portion of the angels. He introduced the spirit of rebellion into this world when he led Adam and Eve into sin. This human sin resulted in the distortion of the image of God in humanity, the disordering of the created world, and its eventual devastation at the time of the worldwide flood. Observed by the whole creation, this world became the arena of the universal conflict, out of which the God of love will ultimately be vindicated. To assist His people in this controversy, Christ sends the Holy Spirit and the loyal angels to guide, protect, and sustain them in the way of salvation. (Rev. 12:4-9; Isa. 14:12-14; Eze. 28:12-18; Gen. 3; Rom. 1:19-32; 5:12-21; 8:19-22; Gen. 6-8; 2 Peter 3:6; 1 Cor. 4:9; Heb. 1:14.)

God didn't make evil. Evil was made of His creatures own decisions. When He made humans a little less than the angels, He gave us the power to choose good or evil, the power of Free will. He made people good, but evil was already in the world becuase of the fallen angel, Lucifer, who chose to disobey God. I don't think it was to test Adam and Eve, but it very well could have been. I see the creation story as this: when you are little, and your parents tell you not to do something, sometimes that makes it all the more desirous, knowing that you can't have it.

God is good. He defines good. Anything apart from Him is sin. When God decided to make beings with free will(humans and angels), sin was defined. Since we can choose whether to follow God(good) or not, there is automatically a choice for bad as well(sin).

Although God created us, we each have our own unique personalities. I see faith like this: if one of us puts down our pride and asks God for forgiveness, He accepts us. He wouldn't want to hang out with folks who don't like Him, right?

With as much evil as there is in the world, it's always good to remember that there's an even greater good. This is a fallen planet, but we have the opportunity to be redeemed. When you are a friend of God, you see bad things in a whole new perpective: not "God sucks for creating evil" but "what can I do to help God's awesome goodness flow on Earth."

God is a Supreme Being, and everything he does, there is a purpose and a plan must be executed to get the end result, whether in this lifetime or the next.

This is one of the tough questions. But I believe it does show if we are faithful.
