Because he knows the rules and applies them without a fail in every case, equally. There are no subjective decisions or unfair decisions made by God. God's rules are transparent to other Souls around him, and they too, could therefore, predict them.

That is a very good question, and it's a pity more people do not wrestle with issues like this. In order to understand the reason, one must try to take in the whole big picture.
The big picture is this: there is a big war going on largely unseen all around us between God and Satan. In this war, the battle is over God's honor versus Satan's attempt at a superior system. God has declared His character through His laws. Satan claims that those laws are unfair and too hard to follow.
If God "decides" anything without having sufficient justification (as viewed by those looking on), Satan will try to claim that God is not fair. Therefore, God must have permission from us in order to act in our behalf (or Satan would say God is helping us unfairly). Also, God must wait until the end of a thing to pronounce the outcome, because only God knows the future, and Satan, with his narrow view, would say it's unfair of God to pass judgment prematurely.

He has a plan laid out, this is true. However, we, as sinners, can alter that plan. Our actions can change the course of God's actions. Let's say he wanted me to minister to a gentleman on the street corner. I plan on going that way to get groceries and something goes wrong at home and I get angry and decide not to go even though I feel I should. Well, then there is no way I coulda ministered to him bc I disobeyed what God had wanted me to do. Therefore, God's plans alter a bit bc of my sinful disobedience. Hope that makes sense.

Just as his Son did, God requires something from us. If we don't know what it is, then he already knows what we ask isn't going to happen. Its not a sacrifice by the way.
