No, you must pay for the upgrade to Windows Vista when it becomes generally available. This is the same for all major updates. (95 -> 98 -> XP)

Incremental updates (service packs) are free for activated copies of Microsoft Windows. The Windows Update service will no longer function for illigitimate copies of Windows.

No, vista is being touted as a whole new operating system and you will have to pay to get it. It's not just an upgrade.

You can get beta versions for free, but you won't get a free upgrade when the real thing comes on the market.
