This seems like a religion question. The true question being, Why does God allow people to kill other people.
I respect this question, and have wondered it myself over the years. It has been something that i could not understand, and was a stumbling block towards religion and God.
To answer this, we must first take a look at why God created us in the first place. God made us so that we may be recipients of his love, because God is love. He had (and still has) so much of it
that He must share it with someone/something. So He created us. When He created us, he wanted us to love Him back, but did not want to force us to love Him, therefore he gave us free will. He made it so that if we loved Him we would do it because we wanted to, not because He made us. If He were to make us to love Him, it would be a lot like me making something out of clay and saying love me. There would be no heart in it because it would not be don't on it's own accord.
Now, another point - Nothing happens outside of God's permission. He lets things happen because he wants free will to continue to exist. It pains Him when people refuse to love others, when people kill and hurt and hate. But He lets it continue because of those who do love Him, they were not forced to do anything, yet they still love the Lord. If God were to put His hand in front of the murderous madman, He would be toying with free will, and no one wants that taken away, and God doesn't want to take it away.
But back to your initial question, If i could create people, would i let them harm each other? Unfortunately, yes. Because i would not wish to dictate the way they lived their lives. If I did, why did i create them in the first place.

No I wouldn't condition them to mame and kill each other, but I think the human race that we have already, do kill and mame and because some of it is for primal and survival factors and others to do with sheer bad up-bringing where there is a lot of neglect or abuse in childhood and sometimes other reasons too.
If we are civilized, then we wouldn't, but I still think that we a long way off from being civilized as people when we still go to war and mame and kill not only terrorist groups, but innoccent victims in wars too.
If we were to make people and design them to kill, then I think most of us will all be dead within a year depending on how many people are created, but the army would intervene and have them killed anyway, so they wouldn't stand a chance to survive for very long anyway unless of course, they joined the army!
But we do live in a guerilla world and people are being conditioned to kill and mame others in wars, so I don't think we need any more in addition to this.

Of course, its obvious that we would kill each other. Most animals in the wild kill members of families, packs or others in the fight for survival.

free will does not exist coshe has planned and knew everything about the past present and future. so we 'choose' what he has planned... umm is that free will...??
umm.. maybe its more fun to see my creation kill and rape and fornicate and stuff.. it will be boring to see a perfect world. you gotta have some rape and killin. just like a movie. hahah our lives are his movies.

we create children, and after a point we set them free to out and make mistakes and learn frm them.......if a true blood catholic created humans he wont even aloow them to be homo sexuals ....its abt free will mate....
