Is it legal for someone to import a foreign vehicle and to continue to use this vehicle on its foreign plates for several years?

No, of course it is not. Legally it should be done as soon as possible. If the equivalent of road tax has been payed in the original country however, most law enforcement agencies will not take action while it is valid.
The problem is that foreign cars do not appear on any DVLA computer. Taxation in this country only starts once a declaration has been made. This may lead to other issues because the road tax system is also the way that the state checks whether there is valid insurance and M.O.T. on the vehicle. With a foreign car, the only way the state can enforce the issue is for the police to become involved.

No. A friend of mine recently brought his car over from USA, got stopped by the Police and had to change plates or would have been fined for not doing so.

They have 12 months to get them changed once imported, repot the vehicle to the DVLA

No - they have one year from the date of import to get the car reregistered and onto UK plates xx

No. Report them to Customs and Excise and the DVLA!!

Vehicles constructed before 1.1.73 may display traditional style "black and white" plates i.e.white, silver or grey characters on a black plate.
