Hi,
1) Make sure that the taskbar is not locked by right clicking anywhere on it and checking that the 'Lock the Taskbar' option is unchecked.
2) Click and hold the mouse cursor between the start button and the tiny vertical line. An outline of the taskbar should appear when you move the mouse. Drag the outline back down to the bottom of the screen and when the outline is the normal size, release the mouse.
3) The taskbar should appear where you want. When it is in the correct place then repeat step 1) but check the option. The taskbar will then be locked into place so you shouldn't move the taskbar again.
Hope this helps.

At some point in time, you must have unlocked the taskbar, and moved it to the top and relocked it. Right click the task bar, and hit Lock Taskbar if it has a checkmark on it, if there is no checkmark, dont push it. left click and drag to the bottom, and relock the task bar

That's a simple drag n drop scenario.
Left-click with mouse on any empty part of the bar, and keeping the button pressed, drag it to the bottom. Let go of the button, and presto.......task bar has been moved back to the bottom.
