Does turning in a warrant card mean that there is a warrant out for the arrest of the person whose name appears on the card?

So if a person recieves a warrant card with the offending persons name on it they can turn it in at any time and a warrant will automatically be put out for the offending person's arrest? Or does the offending person have to commit the offense again for the warrant card to be turned in?
