I'm kinda confused with what you stated, but I'll try anyway:
If you're 21, you're still young, maybe you should ask yourself why is marriage such a big goal to you at this moment?
Marriage doesnt depend on beauty/looks, a lot of married couples surely dont look like supermodels! The basic thing is, you have to start a friendship first- if you're in a rush to marry where you dont care to whom, then that's telling you right there, that you're still too immature to marry. Most 21 year olds ARE too immature to marry yet, hence why it's a smart idea to wait some years.
No need to rush on something so important, if it's meant to happen, it'll happen. But dont just suddenly tell guys you barely know that you want to get married just to cut the chase, that's more likely to scare someone off rather than interest them. If you show you want to move too fast, they'll notice immaturity and not care to go much farther.
No guy will EVER just come up to you for marriage, it doesnt work that way- well, unless you're from places in India, etc... but BESIDES those places, no guy will do such a thing. Because like said before, marriage is a HUGE step to be taken with precaution, not something to be dealt with like what kind of cream you want in your coffee, sheesh.

Take everything at face value: 1. He says he still has an issue with age gap - keep that in mind; 2. He says he misses you - there is no reason to stop the friendship; and 3. You both have a lot in common - this is what binds you. ALWAYS bear in mind that you are on a friendship level now, because he still has an issue. He can't give up the friendship is more of what he is telling now. Hold your heart, he isn't ready for the romantic angle, or he may not be ready for that ever, that is a possibility. Honey, I hate to see you hurt. You still have a lot going for you. Take this in stride. Just enjoy the friendship, but be open for someone else.

Hi,,, you write like you are from another country,,, I suggest that you change your Avatar to something more of a female and not a male image... unless you are?
but you remind me of maybe a person of the Philippines,, or in that area with your talk....
Most men like to date a girl and get to know them before they consider marriage,, but,, this might Not be the custom in your country.....
Why not have your friends to help you find someone!!! or your parents or relatives.... that might work better....
good luck

Your Avatar is a man and your asking why there are no men to marry. Maybe you just don't live in the right state.

First 21 is young. Why would you want to marry?
Please provide more information-what country/culture are you from? That will help clarify things.
