Assuming you're talking about UDP packets...

You can give them what's called a 'loopback' address, which means that they will only be received by the same computer that sends them, instead of transmitting to other networked computers.

I get the idea though, that you aren't programming UDP sockets, and thus, this answer is useless. :)

do you mean prevent virus spreading? whenever some network communication takes place, packets are exchanged.

if u not using the network just disable the network connection
