The Examination form for Civil Services (UPSC) will be available at all major post offices in the country, after it is notified in the Employment News (probably in First week of Dec 2006). Check out the commission's website at http://www.upsc.gov.in for updated details on weekly basis, they will post the same on their website (for info only, you have to get the physical form from post office).

Go to the Civil Service Commission office in your area. They will give you the form and also inform you on when the examination will be. Good Luck!
