Interesting question. Actually, until the 1950s it was next to impossible to enter Canada if you were anything by European/white. Immigration policy was aimed at inviting the desirables of the time who were thought to be able to easily assimilate into Anglo-saxon "culture". While race was an issue, education and work experience was not. Labor was needed to build Canadian infrastructure, farming, factory work, etc.
Since the 50s, however, especially after WW2 and the start of the Untied Nations, Canada began to wonder if their immigration policy might be a bit racist. They then changed it from selectivity based on race to the point system of immigration. Immigrants are now chosen depending on their merits-- whether they speak English or French, if they are educated, have professional work experience, etc.
Nowadays, Europe seems to be doing well so there aren't any educated immigrants that really want to leave and settle in Canada. This immigration policy mainly attracts people from Asia (who make up the majority of immigrants nowadays).
But no, it's not the law that you have to be from there to immigrate. Anyone can do so as long as they have the skills and education that are required.

No it just looks that way. Immigration is based on a point system same as the US profession, education etc or marry a Canadian IN CANADA if you do it outside you have to be married 6 months before you can immigrate to prove the marriage isn't phoney.

no , there is no such law , you may not decide to change citizenship to any country either , you have to go to the immigration first to obtain entry into Canada ,the process is long and not easy ,
perhaps if you are in a field that is highly needed in Canada ?you may have more chance of being accepted in Canada .

Asians and People from the Middle East in Canada are what Mexicans are in the USA. They immigrate there, have kids, and invite their extended families etc.
They're hardworking, sincere, and so, why not.
