I am a teenager, I cannot drive yet and I am wondering where to ask this girl out to. I was thinking a movie but there might be some better suggestions from you guys. Just wondering.

Movies are a bad idea. A stupid idea really for a first date- its steriotypical, corny and it doesn't allow for conversation and getting to know you chit chat.
There is coffee, lunch, dinner, shopping, various activities like mini golf (always good for a laugh), bowling (similarly humourous, and those shoes...), for the romantic among you there is dancing (no not nightclubs...) etc.
Thus endth the lession.
Now shut up and ask the poor thing out- and God alone help you if you treat her poorly!

Movie is ok, for time pass movie is the right place , but if you really want to spend some romantic moments then u can try a candellite dinner..........it will be a little costly bot u have to manage......... and if u cant manage then go to any coffe shop ........coffe shop is the perfect place for teenagers...........

Take her to the park and go for a romantic walk. Play the question game... where you two answer ten questions... it helps break the ice and get to know someone better.

The mall! Here where I live you go to the mall and you can eat, shop, play video games, movies, and even Ice-skate........ Try that! Good Luck!
