I have a '99 Beetle and recently changed the headlight bulbs. The driver's side went very smoothly, but the passenger side wouldn't go back in easily. I had to pull out on the back of the black metal housing inside the engine compartment (pulled toward the engine) while I pushed the headlight back in. It finally went back in, but it wasn't easy. It looked like the housing was not straight.

make sure the lever is all the way up. then line up the 2 tracks and push the headlight back in. if it gets stuck tap the light in with the palm of your hand while wiggling the lever. once it starts going in then push on the light and push the lever to the lock position.
