God is picky on who He talks with. Most of the time He talks with people to send messages to others. Sometimes for other reasons also, but not as many.
For one group of people, you would find they would have the same characteristics that are listed in chapters 18 & 19 of the book of Leviticus. This is known as the "Holiness Code". People who live by this code, God would talk to them.
And then there's others that God talks to, but to give that person a specific message, much like Balaam. He may have been a diviner by trade, only knowing the God of Abraham as one of many "gods" he talks to.
So, God would talk to people who are obeying His commandments the way He wants. And He would talk to certain individuals depending on each instance, but its actually rare.

I am so dumbfounded that as long as mankind has been in existence, people are still looking for/at God through their eyes instead of with their minds, where our soul is, for it is within that God exists...he made us in his own image...he breathed life into the image (mankind)...how difficult is this to understand?

those who have good mind,those who help poor peoples ,thos who prays all the times. defenitely if u have these qualities u can talk to god and back also

Well.. killers usually claim that God talked to them.. I heard of 3, 2 killed their children, and one killed thousands through war.
