If I'm not wrong, outstanding is an adjective, so, you may use the word to qualify a noun. For example, when you talk about "an athlete who had an outstanding performance". The word "performance" is a noun, and "outstanding" is the adjective that qualifies the noun.

Outstanding is an expressive word (verb) and must be used either at the middle of a sentence or at the end. Eg.

That was an outstanding statement he made.

The cheer he received after the address was outstanding.

Use it as an adjective such as in the sentence" You were outstanding in that performance, congratulations ! or That delicious dish you brought to the potluck party was outstanding. You must give us the recipe.
