Mexico has a small, elite aristocracy, a small middle class and a massive working class.

Over the past several decades, the massive working class has grown to the point that it is upsetting the elite class...therefore they encourage their most downtrodden or their criminal element to migrate to America...They make them feel good by telling them they will always be "Mexican". Bull............however...makes the deportees (illegals) feel loyalty to them while getting the boot. This works well in case Mexico needs to use the illegals as a means of retaking America. AZTLAN...look it up.

Voila'....they NOW keep a good balance of power. Not too many poor, as too many may incite rioting and government takeover. Just enough to keep things rolling right along and to keep a good slave labor force.

AND we get to take care of the people they are finished with.

Mexico only want rich Mexicans to live in Mexico. However, they want their poor to go to the USA to get all the benefits available there and send money back home to help keep the rich, rich. Mexico does not want to have to financially and socially support their poor. Why should they, when the USA welcomes the poor of Mexico with open arms! The USA IS Mexico's social safety net! It has been this way for so long that now they literally rely on it.

Mexico like many other countries with their type of Government, focus only where the money is, Oil, Industry and so on. Those unfortunate "peasant" buggers with no hope of having access to education, land, a real job, they consider them a "collateral" damage. Take a look at the "killings" of the orphan/poverty produced children on the streets of the major cities of Brazil and even the Philippines;

There seems to a lack of patriotism in mexico, and with that there seems to be a lack of concern for their fellow citizens. Mexico has made a lucrative business of throwing away their citizens and they will do anything to relieve themselves of the perceived burden of maintaining a society that grows in any direction.

Mexico has no incentive to have their citizens return. As it stands now they receive money in their country to support more citizens while their wage earning citizen is not inside their borders. It's like free money into the system in Mexico without the citizen being present. Means you take in money with nothing to have to spend on like roads or infrastructure to support that person. Makes all the sense in the world to Mexico to discourage returning as long as they keep sending money home to their families to spend.

I don't know about the specific case that you are talking about, but Mexico makes a lot of money from the money that Mexicans work in the United States send back home.

Because they make more money in the U.S, which they send back to relatives in Mexico. And... if there are 12 to 15 million illegals here plus all the legal ones... that adds up to alot of money flowing into Mexico's economy!

They don't want POOR people in Mexico.
So why wouldn't loosing a million or two poor people a year over to the stupid gringos be a bad thing?
Then they send Billions and Billions of dollars to Mexico.
Which I can't fault them for.
But Mexico is the beneficiary of all this activity.
And we getting the fid.
