It's something along the lines of God only hearing the prayers of the righteous or Him not hearing the prayers of the unfaithful .. I haven't even heard of it since I was young and now I am looking for it and wondering if it's even in there...

Prov 10:11 Actually read all of Prov 10. Proverbs 15:29 says "The Lord is far from the wicked: but he heareth the prayer of the righteous."

1 Peter 3:12

I think you want Ps. 66:18 although there are many others about God "having respect" to the humble but turning away from the proud.
