Of course it is Scripture. Every one of the 73 books defined as Scripture under the guidance of the Holy Spirit at the Council of Carthage is Scripture until the end of time. Of course, Luther fully intended to throw James out of the Bible, because of his powerful teaching on the necessity of works for salvation, along with two other New Testament books, in addition to the seven Old Testament books of Scripture he trashed. Fortunately, his followers wouldn't hear of discarding the writings of the Apostles, so Protestants get to have a complete New Testament, even though they have an incomplete Old Testament.

Well, I'm not sure what you mean by scripture. The Book of James is a chapter in the New Testement, named after the supposed author, who was one of Christ's disciples. This is one of my favorite books: it is straight forward and easy to read and gives great advice for living. It is often referred to as the "Proverbs of the New Testement."

Yes. It is a book in the new testament written by James (half brother of Jesus) James wrote it to the persecuted believers who were once part of the church in Jerusalem. He wanted to encourage them to live out their faith in everyday life.

Absolutely. It is one of the larger letters (as in mail) in the last part of the New Testament. It's right after Hebrews and right before 1st and 2nd Peter.

It's interesting -- Martin Luther (not to be confused with Dr. Martin Luther King, who was named after him) didn't want it to be accepted as canonical Scripture, due to its challenging message. But it's always been in there.
