Improve the availability of mass transit alternatives (HOV, rail, buses). Increasing fuel taxes probably won't be a popular answer, but the reality is that the cheap price of gasoline in the US doesn't accurately reflect the environmental impact caused by the nation's fleet of automobiles.

1. turn the road into a toll road. 2.increase price of gasoline or fuel. 3.recall all automobiles to scrap yard. 4.get rid of roads. 5.educate people on how to drive every 10 months............

Get more people to ride motorcycles , scooters and drive smaller cars. ( Bikes are more fun anyway. )
