Assuming that you are weight training, the proper technique is to:

Exhale on the work or exertion so you don't strain, and
Inhale to come back to the start position.

Use control as you move the weight in both directions, slow and steady is much more effective, than fast and jerky, which is just poor form.

Breath in and out using your nose . At least thats what my P.E. teacher told us. Hope that helps!

breathe slowly, from your diaphragm (from your stomach, not from your chest - your shoulders should not rise very much when you inhale).
