Seriously doubt it. They need all the resources they can get just to keep it's infra structures working and updated. Between that and the other constructions that garnish international attention like the 2008 Bejin Olympics and the 2010 Shanghai World Expo, they just don't have enough resouces to dig large holes. (They are already using half of the world's concrete)
Besides, why dig holes while the US is more than willing to take the goods and people by sea or by air?

I did - but that was Taiwan.:-)
Now I live in Philippines, but the question doesn't come up because Philippines is built out of concrete.
