The Deputy Secretary of Defense is delegated full power and authority to act for the Secretary of Defense and exercise the powers of the Secretary on any and all matters for which the Secretary is authorized to act pursuant to law.
it control whole army, not just airforce..

Michael Wynne is the current secretary of the air force. But he has been since Nov 4th, 2005.
Donald Rumsfield was Secretary of Defense, in charge of all four branches, "and two secret ones".
Robert Gates is replacing Rumsfield.
