Police are trained very heavy in multi-tasking so yes the can talk on the phone and chase people at high speeds and talk on the radio while running after someone and send a description of the suspect via phone or radio. So give them a bit of a break. Tough job. Before you criticize try it first. Bet you will be all over them thanking them when YOU need them.
But yes you Can report them if they are relay doing something wrong. just get the car number. But as far as speeding for them...How do you know they are not on a mission....they do have to obey the laws but if they are on a call that needs a silent alarm..do you know...NO. And buy the way Fire trucks and Ambulances have to adhere to the rules too..even with the lights and sirens on!

Sometimes police officers need to talk on their radios too. Sometimes they need to call in a plate without the information being broadcast over the radio. The cops don't make the laws, they enforce them. Additionally, the idea is to promote attentive driving. Don't worry about who's talking on the phone, Pal. Watch the road.

To answer the question, chances are they are using it for police business. If there are laws that govern cell phone use in a given area and you see an officer using one while driving chances are even greater it's for police business; because they know people will see them using it and complain. And they know they better have a good reason to have been using it because their superiors will approach them with the complaint.
Contrary to popular misconception, 99% of police officers are good people who follow the same laws they enforce. If you see them speeding or breaking some other traffic law there is probably a reason that you can't see by simply looking at them.

if there is a law or ordinance against it, get the unit number (car number) and report them. They have to follow the rules like anyone else.
If there isn't, they do a lot of reports throughout the day, and they have to get information from various sources.

You can talk as long as you have a hands free device. They need to uphold & enforce the law for those who don't comply by fining them at least $100 or more. Report them. Then you'll see less violations.

Cell phones suck. What is soooooo important that you can't wait? If ever someone crashes into me talking on a cell phone I will own them. Their house, their possessions, their children's allowence. Then I will cut their ears off and shove thier cell phone up their ****. Enough said.

It depends on what they are doing ex:calling in a license plate or of some sort but, Cop can do as they please they in force the law but don't follow it ironic huh..no one can report them or any other cop because they do they same.
