Can there be anyone to whom the republic (i.e. the concept of the State as an entity) and the possession of liberty are not dear and sweet?

"Anyone who is in possession of commonwealth and freedom should not be without care and sweetness."

(Sure sounds like something you see on a politically-geared issue, what are you using it for, or where did you see this?)
