How was it decided that Paris should be divided into 20 arrondissments? Why 20? And why is France divided into 22 regions? Why 22? And does each region have its own laws and governor?

Well to answer these interesting questions one should read the history of France ! Regions are very old divisions, continuously updated at every regime change, especially between 1789 and 1958. As for Paris, I guess it goes back to the 19th century or slightly before, under Napoleon Bonaparte. The laws are the same in whole France, and it is a very centralized system. There are no "governors" in France, but "President of region".
