There is no such thing as free. However, there is cheap.

You need to know where, when and person's birth name. Then contact The Department of Vital Statistics for the state where the person was born. They will tell you how much the copy will cost . It is usually between $5 and $10 for a standard copy, more if it needs to be a certified copy (a legally admissable copy).
